हाल मँ, प्रधानमंत्री द्वारा 'एक्स' (पहिले ट्विटर) पर अंगिका भाषा मँ पोस्ट करलो गेलो छठ महापर्व के शुभकामना सँ भाषा-कार्यकर्ता आरू राजनीतिक पर्यवेक्षको के बीच एगो जोरदार बहस छिड़ी गेलो छै। ई संदेश, जेकरा मँ लिखलो छै, "छठ महापर्व संस्कृति, प्रकृति आरो सामाजिक एकता केरो प्रतिबिंब छेकै। हमरो आग्रह छै कि तोहं देश- दुनिया म कहीं भी रहो, मौका मिलैय त छठ के उत्सव म शामिल होय क एकरो अनूठा अनुभव के आनंद जरूर ल।" (Chhath Mahaparv is a reflection of culture, nature, and social unity. टोकनवाद या सचमुच के पहचान? अंगिका केरो प्रलोभन

त्योहार के शुभकामना खातिर अंगिका के उपयोग के खिलाफ जे मूल आलोचना करलो जाय रहलौ छै, वू छेकै राजनीतिक पहुँच आरू राजनीतिक कार्रवाई के बीच देखलौ जाय वला असंगति। आलोचकौ के तर्क छै कि जबकि ई हाव-भाव एगो महत्वपूर्ण मतदाता आधार—खास करी क छठ पर्व के आसपास, जेकरो सांस्कृतिक महत्व बहुत छै—के भाषाई पहचान के लेली एगो समर्थन छै,या फेरू ई महज टोकनवाद के एगो रूप छेकै।

विशाल अंगिका-भाषी आबादी खातिर, ई छोटो रकम के सार्वजनिक पहचान भाषा के अस्तित्व आरू विकास खातिर लम्बा समय सँ लम्बित, महत्वपूर्ण माँगौ के तुलना मँ बहुत कम छै। आलोचको के तर्क छै कि ई समय, दशको के उपेक्षा के समाधान करलें बिना, राजनीतिक लाभ खातिर सांस्कृतिक भावना के फायदा उठैलो जाय लेली अंगिका के उपयोग होय रहलो छै।

पूरा नै करलौ गेलो वादा: 8मो अनुसूची आरू सरकारी उपेक्षा

अंगिका समुदाय केरो सबसँ महत्वपूर्ण आरू लम्बा समय सँ चललो आबै वाला माँग रहलौ छै एकरा भारतीय संविधान के आठमो अनुसूची मँ शामिल करलो जाय। ई समावेश भाषा क आधिकारिक मान्यता दै देतै, जेकरा सँ एकरा प्रशासन, शिक्षा, प्रतियोगी परीक्षा, आरू एकरा विकास लेली संस्थानो के स्थापना मँ उपयोग के रास्ता खुलतै।अंततः अंग प्रदेश के लोगो लेली रोजगार केरो एगो नया आयाम खुलतै ।

सीताकांत महापात्रा समिति के सिफारिश: ई मुद्दा उठैला के दशकों बाद, सरकार द्वारा आठमो अनुसूची मँ भाषा क शामिल करै लेली वस्तुनिष्ठ मानदंड (objective criteria) विकसित करै लेली 2003 मँ सीताकांत महापात्रा समिति के गठन करलो गेलो छेलै। अंगिका वू भाषा सब मँ सँ एगो छै जेकरा समिति नँ आठमो अनुसूची मँ समावेश के सिफारिश करने रहै। कार्यकर्ता ई बात पर जोर दै छै कि 2004 मँ समिति के रिपोर्ट जमा करै के बावजूद, आरू अंगिका के 38 भाषा मँ सँ एगो होय के बावजूद जेकरा लेली माँग मौजूद छै, सरकार पिछला दू दशको सँ, जेकरा मँ वर्तमान शासन के पिछला 11 साल भी शामिल छै, एकरा सिफारिशो पर कार्रवाई करै मँ या समावेश खातिर एगो समान मानदंड (uniform criterion) क अंतिम रूप दै मँ विफल रहलौ छै।
लगातार वकालत (एडवोकेसी): समर्पित भाषा-कार्यकर्ता सिनी, लगातार ई मामला लेली संघर्ष करलै छै, जेकरा मँ जंतर-मंतर पर अनेकों विरोध आरू सोशल मीडिया पर अपील शामिल छै। हुनको वकालत अनसुना करलो गेलो छै, आरू सरकार अंगिका के मान्यता लेली जरूरी संरचनात्मक बदलावो के साथ जुड़ै मँ स्पष्ट अनिच्छा देखैलै छै।

जनगणना कोड विवाद: पहचान पर एगो चोट

कार्यकर्ता सिनी के शिकायत मँ ई भी शामिल छै कि सरकार प्रस्तावित जनगणना 2021 (जेकरा मँ देरी होय गेलो छै आरू अबअ शायद 2027 मँ होय के उम्मीद छै) खातिर आंगिका लेली एगो अलग भाषा कोड निर्धारित करै मँ विफल रहलौ छै।

एगो अलग कोड के बिना, आंगिका बोलै वाला लोगो के अक्सर आधिकारिक जनगणना डेटा मँ 'हिंदी' या अन्य असंबंधित भाषा के छत्र (umbrella) के नीचे राखलो जाय छै।

ई चूक महज एगो नौकरशाही चूक नै छेकै; ई मौलिक रूप सँ आंगिका बोलै वाला के सही संख्या क कम आंकै के कथित साजिश के तहत करलो जाय वाला एगो आपराधिक करतूत छेकै छै जेकरा सँ संवैधानिक मान्यता लेली अंगिका भाषाई समुदाय के मामला क कमजोर करलो जाबअ पारअ।

कार्यकर्ता सिनी के तर्क छै कि एगो देरी सँ होय वला जनगणना खातिर भी अंगिका क भाषाई कोड नै सौंपै सँ सक्रिय उदासीनता या मिटाय दै के एगो सूक्ष्म नीति के संकेत मिलै छै, जेकरा सँ एक्स पर सार्वजनिक आंगिका शुभकामना आरू भी ज्यादा निंदक (cynical) लगै छै।

Tokenism or True Recognition? The Angika Lure

The core criticism levelled against the use of Angika for a festive greeting is the perceived disconnect between political outreach and political action. Critics argue that while the gesture is a nod to the linguistic identity of a significant voter base—especially around the festival of Chhath, which holds immense cultural weight—it is merely a form of tokenism.

For the vast Angika-speaking population, this small, public recognition pales in comparison to the long-pending, crucial demands for the language's survival and growth. The timing, critics argue, leverages cultural sentiment for political gain without addressing decades of neglect.

Unkept Promises: The 8th Schedule and Official Neglect

The most significant and long-standing demand of the Angika community has been its inclusion in the Eighth Schedule of the Indian Constitution. This inclusion would grant the language official recognition, paving the way for its use in administration, education, competitive exams, and the establishment of institutions for its development.

Sitakant Mohapatra Committee Recommendation: Decades after the issue was raised, the government formed the Sitakant Mohapatra Committee in 2003 to evolve objective criteria for the inclusion of languages in the Eighth Schedule. Angika was one of the languages for which there was a demand for inclusion. Activists highlight that despite the committee submitting its report in 2004, and Angika being among the 38 languages for which demands exist, the government has failed to act on its recommendations or finalise a uniform criterion for inclusion over the past two decades, including the last 11 years of the current regime.
Persistent Advocacy: Dedicated language activists, notably Kundan Amitabh, have consistently agitated for the cause, including numerous protests at Jantar Mantar and appeals on social media. Their advocacy has fallen on deaf ears, with the government showing a marked reluctance to engage with the structural changes necessary for Angika's recognition.

The Census Code Controversy: A Blow to Identity

Adding to the activists' grievance is the government's failure to assign a separate language code for Angika for the proposed Census 2021 (which has been delayed and is now expected to be conducted later, possibly in 2027).

Without a distinct code, Angika speakers are often lumped under the umbrella of 'Hindi' or other related languages in official census data.
This omission is not just a bureaucratic oversight; it fundamentally underestimates the true number of Angika speakers and weakens the linguistic community's case for its constitutional recognition.
Activists argue that this non-assignment of a code, even for a delayed Census, suggests an active indifference or subtle policy of erasure, making the public Angika greeting on X appear even more cynical.

A Linguistic Litmus Test

The Prime Minister's Angika Chhath greeting, while a positive step in acknowledging the language, has inadvertently served as a litmus test for the government's commitment to linguistic diversity. By highlighting a cultural moment in the local dialect without taking concrete steps on the long-pending demands—such as Eighth Schedule inclusion and a separate Census code—critics contend that the gesture is a textbook example of political expediency over genuine policy reform.

For the millions of Angika speakers, the message remains clear: a celebratory tweet cannot replace the constitutional dignity and administrative recognition that their language has been denied for decades.
